This strain of the flu...the avian bird flu, is normally under a level 5 containment. There is no way that this should have found its way into the regular flu vaccine.
If you have seen the movie Twelve Monkeys, you might realize that there could be some rogue lab assistants that knowingly put the LIVE bird flu virus into the vaccines.
If this had been administered to say 5000 people, there is a good chance the virus would have had a chance to mutate, making it easier to spread from person to person.
